New Guide from Türkiye's Higher Education Council for Study-Abroad Candidates: Recognition Before Enrollment

Türkiye's Higher Education Council (YÖK) has released a comprehensive guide for candidates planning to study abroad, clarifying the crucial difference between recognition and equivalence. Published during the university preference period, the guide covers ranking requirements, language proficiency rules, and the step-by-step equivalence process after graduation. It also has direct implications for…

The preference period has entered a critical stage for candidates who want to study at a university abroad. The Higher Education Council (Yükseköğretim Kurulu, YÖK) published an information notice on recognition and equivalence processes for candidates planning to pursue higher education abroad during the preference period of the Higher Education Institutions Examination (Yükseköğretim Kurumları Sınavı, YKS). Announced at the end of July, this guide directly concerns not only university selection but also the use of the diploma in Türkiye after graduation—and, consequently, document and translation preparation. The text, prepared in a question-and-answer format by YÖK's Department of Recognition and Equivalence Services, lists the conditions that must be observed both before making preferences and after graduation.

Recognition and Equivalence Are Not the Same Thing

The most critical warning in the guide addresses the frequent confusion between two concepts. It was stated that recognition and equivalence are separate processes, and it was underlined that a higher education institution being recognized by YÖK does not mean the diploma will automatically be accepted as equivalent after graduation. According to YÖK's definition, recognition means that the foreign higher education institution and program where a candidate intends to study are recognized by YÖK; equivalence, on the other hand, refers to determining which academic level and field a diploma obtained upon completing a higher education program abroad corresponds to in Türkiye. In other words, even if the university you choose appears on YÖK's list, a separate equivalence assessment is carried out for your diploma after graduation.

Candidates can check the recognition status of the higher education institution where they plan to study via the School Recognition Certificate Inquiry service offered through the e-Government portal (e-Devlet); for institutions not listed in the system, applications can be made directly to the relevant department. But beware: the School Recognition Certificate only shows that the higher education institution is recognized; this document does not substitute for diploma equivalence and does not provide automatic equivalence after graduation. YÖK President Prof. Dr. Erol Özvar reminded that it is not possible to grant equivalence to diplomas obtained from unrecognized higher education institutions, and stated that no advance guarantee of equivalence can be given for any university or program. Özvar also stated that during the preference process, candidates should act based on the up-to-date information published by YÖK, not merely on university advertisements or information in rankings.

The difference between the two concepts can be summarized as follows:

The Top 1000 Rule and YKS Ranking Requirements

For candidates who will study in fields such as medicine, dentistry, pharmacy, and law, the conditions vary according to the university's international standing. The equivalence conditions applied to candidates planning to study in these four programs abroad differ according to the university's place in world rankings. The highlights of the current information notice are as follows:

  • No YKS requirement is sought in diploma equivalence applications from candidates who study at universities ranked within the top 1000 in at least two of the world university ranking organizations accepted by YÖK in the year they begin their studies.
  • Candidates who will study in these programs at universities outside the top 1000 and who completed their secondary education in Türkiye must meet the minimum success ranking determined for the relevant program in the YKS in the year they begin their studies.
  • According to the 2026 YKS Guide, these rankings are the top 50,000 for medicine, the top 80,000 for dentistry, the top 100,000 for pharmacy, and the top 100,000 in the equal-weight score type for law.

Which year's rankings are used for the assessment is also an important detail: In equivalence assessments, YÖK takes as its basis the general university rankings published in the year the student started university. It is also worth recalling a facilitation previously announced at the regulation level: graduates of all programs—including medicine, dentistry, pharmacy, and law—at higher education institutions ranked within the top 400 by the three international ranking organizations accepted by YÖK can obtain equivalence directly. Still, since every application is examined on a file-by-file basis, diploma equivalence applications are evaluated individually within the scope of the relevant legislation only after graduation.

Language Proficiency and Type of Education

In diploma equivalence applications, documentation of foreign language proficiency relevant to the program's language of instruction may be requested. For this reason, researching in advance which types of language certificates are accepted and how long they remain valid is important to avoid facing additional exam or documentation requirements after graduation. The safest approach is to confirm the current list of accepted documents directly on YÖK's equivalence page.

In terms of the type of education, only diplomas obtained through formal (face-to-face) education and distance education diplomas meeting the conditions specified in the relevant regulation are accepted for equivalence assessment; diplomas obtained through other types of education are not considered within the scope of equivalence. Before enrolling in programs delivered entirely online or through open-education-style models in particular, this detail must not be overlooked; otherwise, after years of study, the diploma may not be usable in Türkiye.

The Step-by-Step Equivalence Process After Graduation

Equivalence is a multi-stage process that begins after graduation. According to published guides, the process broadly proceeds as follows: an online equivalence application is submitted via the e-Government portal (e-Devlet) and an appointment is obtained from YÖK; then, the required documents are prepared and submitted only to YÖK's Department of Recognition and Equivalence Services, located in Ankara. Sending the documents by post or submitting them in another city is not possible; candidates who wish may authorize a proxy through a power of attorney to submit the documents on their behalf.

How long the process takes varies from file to file. The duration of an equivalence application can differ depending on the country of graduation, the field of study, the university's recognition status, requests for additional documents, and the assessment of the Science Field Advisory Commission (Bilim Alanı Danışma Komisyonu). That is why starting to collect documents and initiating the translation process as soon as you receive your diploma provides a major advantage, especially for candidates with schedule-bound goals such as job applications or public-sector appointments. For those racing against time, urgent and fast translation support can make it easier to meet the appointment date.

Document and Translation Preparation: Plan the Process from the Start

An equivalence file requires the diploma, transcript, course descriptions, and identity documents to be submitted complete and accurately translated. Every document issued in a foreign language requires a sworn translation; indeed, current guides for foreign applicants specifically emphasize that all translations must be notarized. Let us underline a frequently confused distinction here: sworn translator certification shows that the translation was performed and signed by a translator holding an oath certificate, whereas a notarized translation means that this translation is additionally certified by a notary public. They are separate procedures, and which one an institution requires varies by document type.

Mistranslating a single course title or grading system can lead to the file being returned and to delays lasting months. In particular, credit/ECTS conversions in transcripts, technical terminology in course descriptions, and degree titles on diplomas are areas that require subject-matter expertise. At Ziya Tercüme, we provide sworn and, where required, notarized translation support for diplomas, transcripts, and course descriptions in line with the formal requirements of equivalence applications; for dense texts such as curricula and course descriptions, we work with translators experienced in academic translation. The same rigor applies to diplomas issued in languages other than English (e.g., Russian, Arabic, German); even for English translation files, the most common need, we recommend using a consistent terminology list for institution names and degree titles.

Apostille and Certification: Making Foreign Documents Valid in Türkiye

For official documents issued abroad, such as diplomas and transcripts, to be used in procedures in Türkiye, an apostille annotation obtained from the competent authorities of the issuing country—or consular certification in countries not party to the Apostille Convention—may be required. The critical point here is this: an apostille is not a certification issued by a translation agency; it is issued by the competent administrative or judicial authorities of the country where the document was issued, and for documents issued in Türkiye, by governorships/district governorships or judicial authorities. The translation agency's role is to prepare a complete translation of the apostilled document and its annotation, and to guide you in setting up the certification chain correctly.

Since certification requirements can vary depending on which institution you will use your document at, always confirm the up-to-date document list of the institution you are applying to. Translating the annotation text itself is a frequently overlooked detail in the translation of apostilled documents; in our apostille-certified translation service, the document and the annotation are translated together, in the format institutions require. In cases where a consular stage is needed, planning the steps of the official document certification process from the outset prevents back-and-forth correspondence and lost time.

Factors Affecting Cost and Timing

When planning costs, do not forget the official fees: at the meeting of the Higher Education Executive Board held on 24.12.2025, the fee for diploma/graduation equivalence certificate applications and re-examination requests for 2026 was set at 1,250 TL. In addition, requests for the "Procedures in Progress" letter required for military service deferment or job applications cost 300 TL; however, no fee is charged if this letter is requested at the time of application. A welcome detail: no fee is charged for school recognition letters. These amounts are valid as of the publication date of this article and may be updated each year; it is advisable to verify the current figures on YÖK's equivalence page.

On the translation side, the main factors determining cost are the number of documents and the page/character volume, the source language, whether notarization is required, and the delivery time. Since course descriptions are often the most voluminous item in an equivalence file, requesting a digital copy of the official course catalog from the university improves both translation quality and cost predictability. By scanning and sending your documents, you can also obtain a price quote and delivery plan remotely through our online translation process.

Common Mistakes and a Sample Scenario

The mistakes we see most often in practice are these: checking the university's recognition status only after enrolling; mistaking the School Recognition Certificate for a guarantee of equivalence; calculating the ranking requirement based on the year of graduation instead of the year studies began; splitting the transcript and course descriptions among different translators, causing terminology inconsistencies; and submitting the file without having the apostille annotation translated. Each of these can cause the file to be put on hold due to missing documents.

Let us walk through a concrete scenario: consider a candidate who completed secondary education in Türkiye and will begin studying medicine abroad in 2026. If the university they choose is not within the top 1000 in at least two of the accepted rankings, they must be within the top 50,000 in the SAY (numerical) score type. A candidate who cannot meet this requirement faces risk in their post-graduation equivalence application; therefore, the ranking check should be done before the preference list is finalized. When it comes to graduation, the sworn and notarized translations of the diploma and transcript, along with their apostilled originals, should be prepared with sufficient time left for complete submission on the appointment day. For those who want to access the full guide, the detailed question-and-answer information text and up-to-date recognition and equivalence information are published at denklik.yok.gov.tr. Checking the university's recognition status before finalizing your preference list, verifying the ranking requirements, and planning the document and translation process now is the safest way to avoid surprises after graduation.
