Short answer: As of 7 November 2026 we found no law or regulation in the Official Gazette converting the temporary protection ID used by Syrians into a residence permit, and no such notice from the Presidency of Migration Management. The reports circulating on social media do not appear to have an official basis.
What is officially known
- The ID is not a residence permit: According to the Presidency of Migration Management, the temporary protection ID gives a right to stay in Türkiye, but it is not equivalent to a residence permit under Law No. 6458 and gives no right to move to a long-term residence permit.
- Work permits: On 26 June 2026 Interior Minister Mustafa Çiftçi said the work permit requirement was lifted and a work permit exemption was introduced for foreigners under temporary protection. The report does not give the scope or effective date.
- The future of temporary protection: The Minister said voluntary return, the future of temporary protection and regular migration mechanisms are under review. No specific decision or timetable was announced.
- Numbers: According to the Minister, about 2,259,000 Syrians were under temporary protection in June 2026.
Where does the confusion come from?
As a general rule, a work permit exemption replaces a residence permit. Some notices repeated this sentence for Syrians as well. However, according to the Ministry of Labour and Social Security, work permits and exemptions issued to foreigners under temporary protection do not replace a residence permit. The exemption makes working easier; it does not turn the temporary protection document into a residence permit.
Unconfirmed claims
Unofficial websites mention an entry stamp exemption and conversion of the ID into a residence permit, but the same sites say no official announcement has been made. Accounts of different practices between provinces are also unconfirmed. Do not act on these reports before an official text is published.
What to do now
- Follow the Official Gazette and the Presidency of Migration Management, and ask the migration directorate of the province where you are registered.
- Do not pay anyone who promises to convert your ID until you are sure an official procedure exists.
- Keep your key documents ready: passport, civil registry record, marriage and birth certificates, and diplomas.
Translating your documents
Official procedures in Türkiye may require a Turkish translation of foreign documents. Institutions usually ask for a sworn translation and sometimes for notary approval. Ziya Translation translates Arabic documents into Turkish through a sworn translator and prepares them for notary approval. See Arabic translation and sworn translation.
